To unlock Master Skill Tree, you need to have done the third class quest.

To add master level points all you have to do is continue leveling from
level 400, so do not reset and continue leveling to get master level
points. Now finally you can add points to your tree. As you can see in
the image below, you can only put points up to 5

You can access the Skill tree if you already have done Devin Quest(3rd Quest) , by pressing "A"
